Do they contribute as much as those of national culture in research?

Playing as China I don't care that they are less effective in foctories. I ONLY care the research...

They're allowed to, but I was under the impression they accumulated cash at a slower rate. I'm not sure of the reasoning behind that advice. Unless it's not for Revolutions, in which case it makes sense.
