Just a thought, what if clerks didn't produce trade value, but instead increased the amount of trade value you get from non-clerk pops on that world? It would give clerks a logical niche by being more effective on your densely populated worlds, while keeping technicians relevant for the common sense reason that armies of clerks aren't all that useful when stuck by themselves on some backwater world.

Have them do that for a SYSTEM rather than a just world, and then Trade Habitats would not be entirely stupid.

(And Void Dwellers wouldn't feel extra-nerfed. They're very sensitive right now.)
