As clerks are more productive and provide more research points, 1:1 ration is the best. Although since each factory level has 5 slots, to fill one you have to have a 3:2 ratio since you cant have more clerks than craftsmen.

The best ratio is 0:1, but it wont be reached often, and it is rarely worth it to merge/crush/kill/something_else craftsmen to achieve it, but when achieved, 0:1 is the best ratio and should not be disturbed too much.

There is no common answer, you should evaluate the return of adding the last craftsman, then compare it to the value of adding it to some other factory. For instance, having 3:2 in steamer factories is usually worth it.

3:2 is the best the game will let you actively get (you can get the 0:1 ratio but its very rare and *you* can't do it...it just happens); when you expand to a factory with ten slots, you still can't get a 1:1 ratio even with the even numbers.

But often the last craftsman is worth more in his RGO than in the industry!

I aim for 1:1, building new factories as necessary. should I for some reason be unable to create factories or wish to influence migration, then (and only then) might I temporarily aim for 3:2.

Craftsmen is a necessary evil that should be avoided, I cant think of many circumstances where I would prefer them to employable clerks, barring the cost of conversion. (some situations with mergers or temporary moralism/jingoism ruling parties come to mind)

Might I add that I dislike the current model and would like it revised, for instance to require 1:1 in popsize, also introducing linear production increase from popsize. (or better, skip clerk as a promotable position altogether)

In the later phase of game i upgraded all my craftsmen to clerks and the productivity of factories increased. Therefore i have a question: what is the function of craftsmen in this game at all? You can use them only in the case you can't afford to upgrade them for clerks? Otherwise they are not very useful at all.

It's not supposed to be possible to upgrade all your craftsmen to clerks and still have all of them working. Clerks have 50% higher efficiency, but it should only be possible to have 2 clerks per 3 craftsmen.

I don't know. I'm playing version 1.0 and it did allow to upgrade all craftsmen to clerks. Maybe in later patches it is already restricted
:) Versions 1.00 and 1.01 were full of exploits and cheats at every corner :D Right now you cant run factory (size 1 with 5 slots) with more than 2 clerks. 2:3, is an ideal ratio for max production for every level (so 4+6 for lvl 2 and so on).

First really good patch was 1.02 and later I had rather loooong break from Vicky because of HOI2 so I cant speak for 1.03 and 1.04. :) When I returned couple months ago with Ricky I finding game extremly hard when compared to what I remember when it first came out. 1.00 was a pure carnage if you played against AI. World domination every time without problems with any country on the map. Example I started as Krakow (1 province, as I think you are well aware, between Prussia, Austria, and Russia. I managed to buy nearly all Polish lands (except Prussia holdings, but they provided that land to me eventually... if you understand what I mean ;) ) and restore Poland at peak of its military might from Polish-Lithuanian Commonwealth.

Now try this with 1.04 Vicky or with Ricky. LOL, Austria capturing Krakow after 3 days from start of 1836 GC.
