This is a general suggestion for ALL paradox titles, but since I couldn't find a forum for that, I use the EU4 forum, because I have concrete examples for that title.
Lately I bought HOI3, Victoria2 and was thinking about buying EU4, but seriously the DLC naming and categorization is an utter mess and the confusion definitely prevented me from buying it. (Not sure if I would have otherwise.)
Taken right from the steam page:
"El Dorado is the fifth expansion to Europa Universalis IV"
"Common Sense is the fifth major expansion for Europa Universalis IV"
"Paradox Development Studios ups the stakes with the latest and third expansion from Europa Universalis IV – The Art of War. "
"Res Publica is the third expansion for the much lauded strategy game Europa Universalis IV, "
So paradox has several types of DLC: music packs, unit packs, art books, gameplay expansion and probably some more stuff. This leads to a totally cluttered sales page, furthermore since "major expansion" and "expansion" (as clearly visible above) is different it is just confusing as ....!
Thus, my suggestion: Add a title or shortcut before every DLC.
So instead of this:
Downloadable Content For This Game
Europa Universalis IV: Common Sense
Europa Universalis IV: Sounds from the community - Kairis Soundtrack
Europa Universalis IV: Common Sense Content Pack
Europa Universalis IV: Common Sense E-Book
Europa Universalis IV: El Dorado
we have something like this:
Downloadable Content For This Game
Europa Universalis IV: EXP5 - Common Sense
Europa Universalis IV: SND5 - Kairis Soundtrack
Europa Universalis IV: GRP5 - Common Sense Content Pack

Also - don't know if it is possible - create more collections on steam. Right now, there is only the "collection", but having a "expansion collection" and a "cosmetic collection" too, usually gives more choice (but not too much), which can increase sales. Right now, I can only choose base game vs. EVERYTHING. I want base game + all major expansions. Some people always go for the best and some always go for "I don't need all of that stuff, but a bit more than the base". (That is why Apple usually has a top-priced product, because people feel less "guilty" if the take the one with the second highest price.)
