There is a lot of information about the game (still missing the video's for my Cities Skylines fix till it is released. ), which is great. This way you know what your buying.
Right now I am at a point, I will see when I play the game. I can't tell right now if I would feel the need for more tiles. For me the simulation of the cim's is far more important to be good then anything else.
