Giving land to a council member should certainly put that vote in your favor. Otherwise you can give out favors to make people vote your way, you could cash in on favors to the same effect if you don't want favors floating about. Lord knows vassals always want the most crippling things from you.

You can establish a non-aggression pact with your vassals so they can't revolt against you and just take the tyranny hit to hand over the land. Vassal non-agression pacts are the tyrant's bread and butter.

Everybody and their mother get angry if you hold too much land (as nomad or non-nomad) but oh noes, you can't give away the land to someone else, we certainly can't allow that. BS like this makes one think that this isn't supposed to make any sense at all, but just to provide a challenge for the player. I'm fine with challenges if they make just a tiny amount of sense, not if it's implemented just to artificially screw you over. Meh.

Giving land to a council member should certainly put that vote in your favor. Otherwise you can give out favors to make people vote your way, you could cash in on favors to the same effect if you don't want favors floating about. Lord knows vassals always want the most crippling things from you.

You can establish a non-aggression pact with your vassals so they can't revolt against you and just take the tyranny hit to hand over the land. Vassal non-agression pacts are the tyrant's bread and butter.
That would work really well if I had two things: Money, and enough soldiers that I don't need the support of my Khans. I have neither of those.

I would never give to the council the right to interfere with title assignment; 99% of the times they are just a pain in the back. The first (and last) time I did it, I was playing a 10 years old ruler (my father died in battle) and for 6 long years of conquests I wasn't able to give titles to anyone I wanted to (thanks daddy, for your stupid liberal government :p). Even after coming of age, the council was opposing me in everything, even the loyalists. When they went against my decision to assign the duchy title to a count that had lordship over all of its de-jure land, I decided that was enough.

The most recent patch was supposed to have fixed that. If its still an issue file a bug report with a save game.

Just had it happen to me with a tribal last night so no, it wasn't fixed.

There's a clause that if you hold too many titles over your demesne limit (think it's either 3+ or 4+), the council is hard-coded allow you to grant a few titles (tip: grant a full duchy to get as many counties out of your control in one shot as possible). However, you have to be *really* over your demesne limit for that to kick in.

HOWEVER

There isn't anything that I've found for the "clans want more land" problem, and even just being one over can trigger the minor clan uprising (I had 10k horde troops, and had a 20k horde spring up against me). There are a couple ways around this...

1) Split clan and form a new one. This doesn't require a council vote, so you can always do this as long as you don't have too many clans.
2) Try giving out land to all of the different clan leaders. Some are universally despised, but others might be more willing to accept a land grant.
3) Replace enough malcontents (or people owing favors to one) to someone else.
4) Find people who like you with high diplomacy skills. Anyone who doesn't have a reason to vote one way or another is impacted by the diplomacy of the other voters.
5) When in doubt, request council support from old characters. If they die they don't get to call in a favor, and there are really no laws to vote on anyway. The only time I've seen a favor called in was to change feudal/burger obligations (doesn't really matter), or to form a betrothal (which kinda sucks).
