I think we are assuming claims in Victoria will work like CB's in EU. I hope a claim is an option, so the Grand Duchy of Freedonia can assert a claim on California, and doing so might ease a Freedonian invasion in game terms, but the act of asserting the claim would antagonize others with claims on California, and to some extent the rest of the world.

This would allow for "built-in" claims (such as those mentioned), which would exist at the start of whatever scenario and therefore wouldn't cause a penalty, while allowing any advantages. But aside from that, I hope claims are not hard-coded.

re Dark Knight

They were both under the personal rule of the same monarch after the death of Queen Anne...but this ended in 1837 when Victoria became Queen of the United Kingdom and Victoria's uncle Prince Ernest became Ernest Augustus I of Hanover.

I think that Spain should has claim on Hanover since there was the same ruler in Spain and in the Sanctum Romanum Imperium, Charles V (Charles I in Spain). So I know it is only one ruler but it's enough for me to claim as Spain on Hanover

Well, current Prince Ernst August of Hannover is reknowned for his abusive behavior/language here in the yellow press and his marriage to Caroline of Monaco. But indeed, this is off topic.
