I guess most of the population was calvinistic or protestant heretics.So it would by pretty hard to enforce the Spanish rule to Netherlands in 19th century. Seriously speaking, I believe that the claims should have certain validity and local support for that claim. Let´s take couple of examples:
Finland because Sweden had a claim on Finland. Another issue is that the czar Alexander I gave Finland privileges and created the Grand Duchy of Finland. The Finns also swore an oath on him. If Sweden could conquer Finland back then she would also had to deal with a local opposition in Finland because Finland had a better position as a Russian Grand Duchy than an intergral part of Sweden.
Declining Ottoman Empire and Austria´s Slavonic areas in Balkan area because the other nationalities looked for independence or they wanted to join a nation which was dominated by the same nationality. In this situation certain nations in Balkan region had claims and local support for their claims. I think this is the way to simulate the Balkan situation; Two old Empires and a group of aggressive and nationalistic new states looking for a possibility to unite all people who speak their language.
I think the local support played a major role in 19th century. I hope that Victoria also models this aspect. If someone conquers the land the he had claims he can convince the other nations with that claim but he must also convince the local population to support him especially if the local population is ethnically different.
