I have an interesting suggestion that would make claims more fluffy. I thought of it while reading the common sense patch notes and saw that claims were reduced from 25% to 10% admin reduction.

I thought this kinda lessened the importantce that claims used to give.

So what about Weak Claims and Strong Claims?

Weak Claim: I figure whenever you use a diplomat to forge a claim you will always get a weak claim. This would be claim that gives %10 reduction to coring cost and coring time.

Strong Claim: this would give a larger boost to core cost and time reduction.
The Catch is that you can only get this through flavorful means. A couple ideas I have are:
1) Random events. You already have that border dispute event that gives a claim. That one could be made into a strong claim. Maybe even tie it in with who you have a royal marriage with. This would have a higher chance of getting a random strong claim on a marriage partner. ...I know, usually they are your allies too. But this might create some shifting of alliances which makes the game a little more interesting.

2) I don't know what your future plans are for the Ideas sets. You could add the ability to forge a strong claim to the espionage tree.

3) Maybe when you lose a core it would downgrade to a Strong claim, and after a time it would be a weak claim.

As for how much % reduction a strong claim would give, that's up for testing. Obviously 25% i the min but if you make these strong claims hard to get you could go up to 40 or even 50%.
