They added a new line in Defines.lua, CORE_COLONY = 0.5, for coring cost reduction from colony. However they attached that to claims while the old CORE_HAD_CLAIM = 0.25 was attached to colonies.
So claims are reducing coring cost by 50% while same-continent colony coring cost is reduced by 25%.
I can't believe them when they say they test this stuff.

I don't like this setup, it too readily encourages pre-coring a ton of distant overseas stuff and connecting it, which feels awkward.
Except you'll lose all those distant overseas cores when they become not distant overseas... because... reasons? Bug? Feature? I don't know, but it's really silly.
