Okay, looking at your first file, neither your spymaster nor his wife hold any titles and thus they don't have an actual heir. That is, the son is not a successor in game-terms and won't inherit the claim. It may seem contradictory and you could argue that there should be heirs even if just for a claim, but I believe this is WAD.

In which case, as the OP says, the UI should be changed so that the tooltip makes it clear that an inheritable claim can only be passed on by a landed noble.
Well, yes, that wouldn't hurt. It's still only the actual heir that inherits stuff, and if there is no heir there is no inheritance. I think the problem isn't the tooltip, but rather the fact that the son in this case perhaps should be listed as heir even though there are only claims to inherit.

I'll pass on to our devs that claims can't be inherited on their own, and with luck they'll change that.
