Almost every action that interacts with foreign territory has a range. Coring, colonizing, trading, etc. They all have limits. Meanwhile, fabricating a claim has just a flat limit of 'directly adjacent your provinces or a sea zone shared with your provinces.'
I propose that there should be some ability to expand that range. Even just two provinces away would open up a whole new range of options, particularly when you want to conquer a province that is *just* barely past the border of the sea zone of your provinces.
I don't think it should be easy to expand claiming range, and there should only be a few things that would trigger it. In particular, I think that would be a fantastic idea to include in the Espionage idea group, which would add some much needed utility to that group. Also, perhaps just some later level diplomatic techs could trigger it as well, maybe around the tech level where you get Imperialism as a CB, so that you don't actually need to fabricate a claim just to gain a CB.
