Im playing sweden, joined the axis and I want to claim some provinces from finland denmark and norway, but I cant! How can I claim provinces??

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
You can only claim provinces if they are "core" provs. Sweden doesn't have any claims in the game AFAIK.

How exactly is this done? Not sure about the proper code for the files. I would love to have some countries, make bolder territorial claims. I mean shouldn't Norway be making claims to North America due to the Vikings! ! !
Find the province numbers by searching in province.csv or using the showid console command in-game. Add those provinces to the "national_provinces" section for the claiming country in the savegame or scenario file. (National provinces=claims=core provinces; claims usually refers to national provinces owned by another country.)
