I just wanted to know if it was possible to claim the game on Google Play after buying the game on the website or on steam (I bought KOPAP +1 on steam and KOPAP 2 on the website)

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
The Steam and mobile versions of the game are unrelated, I'm afraid - separate purchases from different shops.
Google got none of the money that was paid to Steam for the game, so have no motive to provide access to it on their game store.
That makes sense! Thank you. I'd rather play on my PC anyway
