Looks like the (custom text) tooltip wasn't updated when the scripted requirement was changed. Vichy France needs to own and control certain states (Corsica, Savoy)

I'm also having this problem, and I was curious: I tried simply giving Vichy France Corsica (They already own Savoy in my game) so that I could then use the focus, but it wasn't listed. Can you only give certain states away? If so, how would Italy normally make use of that focus?

If Vichy France owns and controls both Corsica and Savoy, the focus *should* be available (assuming all other conditions have also been met.

Is there a way during the war to make sure Vichy France gets control of the states needed for Italy to use that focus? Thanks for the help!

"not attacking" or in any case not occupying anything is probably the only way.
