I really don't like the post-conclave feature of the converter since at the time of my conversion, all but two or three realms had their largest vassals released. In many cases these vassals started with a massive liberty desire, so the first few years were just Europe in turmoil as almost every realm was at war with its vassals.

For the life of me, I can't understand how Paradox thought this would be a good idea, it just seems broken.

I've been trying to fix it and it's all to no avail. I've edited the save file in order to give every realm the maximum amount of control and still it does nothing. I noticed that the Byzantines never fractured so I attempted applying each of their laws (where possible) to every other realm (save for HRE since I liked the way only it would be split up into vassals before) and still no change.

Is there something I'm missing here. Is there a single value for each country that determines whether it is split up or not?

I don't have conclave but according the CK2 wiki it says this about vassal mechanics:
  • With Minimal Crown Authority (Autonomous Vassals), kingdom-level vassals and duke-level vassals will become vassal states rather than integrated into the whole realm. With Conclave enabled, this appears to be tied to your realm's centralization laws and named government type (e.g hereditary aristocratic monarchy) instead.
  • A maximum of 4 EU vassals are created from your largest vassals. The rest will stay part of your kingdom or empire.
  • The HRE will be implemented using EU4's HRE mechanics. All vassals are exposed unless crown authority is Absolute, in which case it will become a single nation. ( Modding support available to specify nation to act as the HRE )
  • Muslim nations get personal unions instead of vassals to somewhat represent that they weren't feudal.

That's the problem. As far as I'm aware, there's no such thing as crown authority anymore, it was replaced with varying degrees of council power.

It was simple when it was just a matter of crown authority, but that is no longer the case.

I think that any level of Council empowerment (or a minimal amount of it) causes vassals to break off.

Until this is fixed, the Converter is basically broken.
