I know it is probably just still in development, but I want to take this opportunity to say that having title names reflect local culture is a must-have feature from CK2. I definitely don't want to be seeing modern English exonyms in Ireland unless, God forbid, the English are there...!

As long as it's a gameplay option that can be turned off, sure.

Only thing I noticed is that on the pictures you provided the Ireland is quite undersized. If I counted correctly it has around 13 provinces on the picture while in the CK2 there is around 18. Why the downsizing?

Provinces? Do you mean counties? Well one difference between CK2 and CK3 is that CK3, baronies are on the map, which also mean the smallest unit on the map is baronies while in CK2 it is counties, so the total amount of map units are going to be much greater than in CK2 even if the number of counties are similar or even less.

Even if each county in Irland only have 3 baronies each and it have 13 counties, it would still end up with 39 locations, which would be like twice as many map locations as CK2 Irland.

Given that Baronies can't leave their de jure counties, the smallest unit on the map de facto are Counties. It doesn't matter if each county is further divided into 30 baronies each, only counties can change hands and be conquered into bigger polities (duchies, kingdoms)
It's irrelevant if there are "39 locations" making it "twice as many map locations as CK2 Irland"; the counties are what matter in CK3
For military purposes it is quite a big deal that baronies and not counties are the smallest unit.

But not for realm administration. It's still the same level (and I'd bet with less counties) as CK2.

It is hard to know, they may have changed around the number of counties so some places may have gained or lost counties,

All I want to know is:

Can I turn the tooltips OFF or at least DELAY them in this game to not POPUP INSTANTLY and flicker and bother the hell out of me as they do in CKII.

You can't even mod them away!!!!!

Just. This. One. Feature. Please.

Issues tab, this shows some summaries of your current situation such as claims you can press, duchies you can create or the fact you have emptied the realm’s cofferts and are bankrupt and in desperate need of money. These are things you may wish to take action on but are not an urgent thing to fix, or potentially not something you can instantly fix like bankruptcy, you can think of them almost as mini-alerts.

Alongside these are Suggestions of things you can do, they will appear and based on your current situation give you a task you may wish to do, every few months they will appear and can be dismissed as you see fit or entirely disabled in the settings menu once you feel you can work without them.
Can you disable the entire Issues/Suggestions tab? It appears to technically be one tab that contains "Suggestions" and "Current Situations". The article explicitly states disabling "Suggestions" but can "Current Situations" be disabled as well?" It sounds like some of the current situation items could actually be suggestions as well. Is there anything critical we would lose by disabling it that wouldn't be a part of Alerts/Advice?

I think it's a great solution to help new players but I think it might spoil some of the fun of figuring things out yourself--that sense of discovery and the unexpected--even when you are an experienced player. You cannot disable the current situations, as said in the dev diary they are more like mini alerts and information which we don't want to pop up as big situations you should fix like alerts but just pieces of useful info.
They aren't really gonna spoil things, being told you are in line to inherit a title etc is not a spoiler, its just displaying a piece of info which one might otherwise need to navigate quite a bit of the UI to find in a more easy to digest and clear manner.
So I don't think there would be any gain for new or experienced players to disable it compared to the suggestions, as the suggestions aim to give guidance on things you could do for goals which would be less necessary for experienced players who already are aware of such things.

I have never played CK. I feared having to invest 1,000 of hours to understand this (as I have done in HOI 4), so I have not been following CK3 development. I am just now reading this.., tooltips, tutorials, wiki, etc.., SOLD! Thank you so much.

Are the tooltips moddable? So, if someone makes a mod with a magic system, for example, could they have tooltips explaining how the system works?

I believe in another Dev Diary they stated that things like the reactive advice, encyclopedia and tool tips are moddable. It might actually be a part of the list of Answers in the FAQ.
