I have a CM game going right now where the Franks have formed EF so its entirely possible for it to happen on its own right now.Will there be changes to the de jure composition in the CM bookmark? Having at least East Francia would make sense only after Charles subjugates Bavaria and forms his empire. I think it would be better to get the tribal territories as kingdom level titles (as with Saxony) and then create EF after the frankish empire/ HRE has been formed (Of course, West - and Middle Francia don't make sense as well, though I don't know what should be in their place)

I really have been away...does the 'new' Mod loading as part of the launcher collate files of semi-compatible mods? Back in the day I used to combine all the ML/CK2Plus event files 'by hand' with the blessing of Apg and Wiz, because the mods used very different versions of key files. Does the launcher add non-conflicting events from different mods together? That would be sweet. I havent tried loading up ML with CK2plus because I want to test out how my machine handles Plus alone first, ML is a tonne of events.
As far as I can tell with EU4 (it uses the same system) it loads things the same way you'd expect the regular file/folder format to work

If the Byzantinue Empire has a non-orthodox ruler, it will turn into the Latin Empire. So the Themata system won't apply.
Not sure what you mean by "shouldn't it be applied to all realm" -- it applies to the Byzantine emperor.
As for Imperial decadence itself, you cannot see the exact value. You can only see the effects it has, such as the modifier that's applied to the emperor.
