This seems to be after the converter update. This also happens when I do it via my directory. (which I have set to outside C program files.) Running ck2game.exe outside of admin mode also doesn't change anything. The launcher doesn't even seem to appear.
I also have Comodo but have tried running it without this and no luck. I have also tried running the ck2.exe as admin but I get the Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item.

EDIT: When trying to validate files, it always seems to download one file, don't know what that file it however.I have this error in event viewer:

Exact same error as you on Steam, I was literally playing it minutes before the update came down today... and before EUIV was released then BAM. Can no longer play, use the converter DLC, or anything else. About to ask for a refund.

Try a full clean reinstall:

If this is Steam: move any valued save games elsewhere and uninstall the game from within Steam. Then manually delete ALL the CK2 directories from under BOTH the Steam and MyDocuments folders. Now reinstall the game from Steam, and run the Verify just to make sure it all came down properly.

If this is GamersGate: Move valued save games elsewhere, and uninstall the game. Manually delete the CK2 directories from where GG put them and from MyDocuments. Reinstall the game (this time pick somewhere NOT under the system path c:\program files\ ), download 1.11 patch again and apply it.

Ok, I did all of this, but the problem still persists.

When I click on "Play" via steam, I get the following screen:

If I click on CK2.exe directly, the game runs, but I am not able to play any of the DLCs

Steps I took since my last post:

1) Deleted all the CKII files in My Documents folder
2) Deleted all local content via steam client
3) Manually deleted CKII folder in "D>steam/steamapps/common" folder
4) Restored steam back to a backup I had taken for steam on 26th July
5) Let steam reinstall the latest patch
6) Verify Integrity of game cache
7) Click on play button, which got me the screenshot I have posted above.

The steam install is on my D drive, and not in C:\Program Files

Note, before EU IV came out, CKII was working perfectly fine for me, so there is no issue with the 26th July back up.

When you say "the exact same problem" do you also have Comodo AV? The items in Event Viewer are identical to those in the OP?

Try right-clicking on both ck2.exe and ck2game.exe and set them to run as Admin, and to disable desktop composition.

But what I can see in your screenshot is a crash in nvddgiwrap.dll which is part of the nVidia video driver. Is that completely up to date?
