When I launch the game it starts and stop at the first loading screen , normally charge for 2-3 minutes and error "CK2 game.exe has stopped working"

I'm not quite sure what you mean by "normally charge for 2-3 minutes and error" but I'll assume it's crashing at game start or soon after that.
Your video driver is nearly 3 years old, so check with Intel and Toshiba for a newer one.
Also right-click on ck2.exe amd ck2game.exe and set them to run as the Admin user, and to disable dekstop composition.

Its still not working.
But before, my game worked well .
I try to uninstall and reinstall but it still does not work.
PS:I am French and my english is horrible ^^

Try a full clean reinstall:
If this is Steam: move any valued save games elsewhere and uninstall the game from within Steam. Then manually delete ALL the CK2 directories from under BOTH the Steam and MyDocuments folders. Now reinstall the game from Steam, and run the Verify just to make sure it all came down properly.
If GamersGate: Move valued save games elsewhere, and uninstall the game. Manually delete the CK2 directories from where GG put them and from MyDocuments. Reinstall the game , download 1.092 patch again and apply it.
