Why not?
edit: can i play his father at least?

Unfortunately, Vlad the Impaler nor his father Dracul are playable characters.

You can only select any date between 1066 and 1337 and then the game will run until 1453. As you know I'm sure, 1393 is when Vlad II Dracul was born and then his son was born in 1431. So, therefore, they're unplayable.

The latest start date is somewhere in the mid 14th century, and Vlad III wasn't born until 1431 in real-life. While the game runs until 1452, history will start to diverge from the moment you start the game, so Vlad will never appear. Wallachia or whatever it is called in game terms will have an alternate line of rulers once the last of the historical characters living at the beginning of the game dies off, and Vlad will never be born in-game.

But no, although in the style of EU3 with the "start-at-anytime-anywhere" concept, it is not an exact replica. Which, when thought about, is genius. Saves Paradox a hefty amount of development time.

I'm considering either starting in the Tyrol (hearkening back to EU2) or Lorraine, adopting a role of carefully playing neighboring powers off against each other. Alternately, I wonder if the Askaniers are around at game start. It looks like they should be counts in the Saxon marches, so that could be really quite interesting.
