We all know this issue well. It is the number one reason hating Karlings is such a big meme for CK2 players. The 867 Karlings fight for claims they have on counties that don't remotely border theirs, and while exclaves were certainly common, the map of Central Europe was nowhere near that hideous for another six hundred years, and even then it was relatively controlled inside Germany, not splattered from Catalonia to Sicily to the Carpathians.
Exclave Independence is a nice step I'm glad you are taking with the Holy Fury Patch. But additionally I would like to suggest removing all the county claims from Every Karling at game start, leaving only Kingdom Claims and perhaps Bordering Duchy claims. This is just to make sure that it doesn't look like a rainbow vomited on europe 150 years in game.
