Could anyone quickly say whether it's worth buying? Mainly does it add any useful things to the game that I wouldn't have without it?
I don't mean the fact that, obviously it adds playable Muslims, but more the fact that, for example, without Legacy of Rome the player can't use retinues. So is there anything like that that would make it worth getting? I don't plan on playing as a Muslim much, but if there's any mechanic that I'm missing out on, then it would be good to know while the sale's on.
I've also heard that SOI really overpowers Muslims and makes them too powerful...?
Steam usually does sales for the major holidays of the year. Summer, Halloween, and Christmas are almost guaranteed to have some sort of sales. (The Autumn sales caught me by surprise. I didn't expect one to happen so soon before Christmas holidays.)
