No, that is the bookmarks, up the top-left. Below that is (or should be) a row of round icons, one for each major DLC you have selected to load. You don't see any of those?

Let's try this:

- In the Steam client - beta tab, make sure you are NOT opted into the beta
- then do a Verify in Steam, run that until it finds nothing to fix
- find the CK2 folder under Steam, and copy the whole folder contents to somewhere new outside the system path like c:\games\ck2\
- use notepad to make a new text file (in that new directory) called userdir.txt
- in that file just write c:\games\ck2\userdir\ exactly like that
- run ck2game.exe from that new folder, do you still get the blank launcher?
- run ck2.exe from that new folder, do you still get no DLC icons as described above?
- make a new shortcut pointing to that ck2.exe as target with the -forcedlc flag as above, does that now work?
