This bug was also in 3.3.1, 3.3.2.

Is there not a quick workaround for this, this is day 7 that I can't play this game anymore

Aside from that i suggest to delete/rename/move evertyhing in the CK2 folder in Documents except the mod and save games folder
and try to start the game again. That worked for me with my recent crash issue on start, which was also the first for many years for me.
If that doesn't help you, manually (!) delete the CK2 folder in Steamapps and reinstall.
