The Arabia record used factions to install the player as ruler without a war, while the HRE one used Karling inheritance. The problem with the restrictions you're suggesting is that they're entirely arbitrary and impossible to enforce. Every record can be cheesed in some way, and if you restrict it too much then everything becomes luck-based instead of skill-based (e.g, how quickly fabrications happen).

Ironman world conquest record, also fastest as king. Started as Magyars, finishing date is 15th of may, 903, so 36 years.
I founded England, date is the 5th of August (5. 8.) 874 (that beats the guy before me, ha!)

Didn't want to be overpowered so I started as a count using character creator and use the Aztec CB of conquest till I was strong enough to use Holy Wars and take on all of Ireland becoming the king then taking out Ivar the Boneless and taking all of Brittania. Afterwards I took some French counties during a civil war then I could take Paris during that time I got a claim on Rome and restored the faith.
I know that nowadays Haesteinn and the Magyars in NK mode are far worse but I am still hesitant to accept ruler designed characters like this. An Aztec Irish count ... seriously? It would be okay if you converted during that game but this is a bit early for an Aztec Europe.

Important observation: Rurik got seriously buffed. He starts with 1000 gold, 40 event ships, about 2000 event troops, and all content vassals. He's an even stronger start than Nantes.

Afaik Rurik always had tons of content (Russian Slavic) vassals. He'd lose all the time if they were ambitious.
The link doesn't work (for me). But if it is a NK mode playthrough I am rather hesitant to accept it. Making up new rules on the fly is mean but I am no fan of record high numbers achieved with that tactic.
You can't really convert to Aztec, the Sunset Invasion happens in like the 1300's so their would be no point in making an 867 and 1066 if you have to wait 600 years anyway. And until the Invasion their is no possible way to convert making the record basically useless because during any time frame you have to wait hundreds of years and then hope that one comes to court which they won't because they are infidels so their is basically no way to convert unless you wait hundreds of years and switch to the Aztec emperor.
I think having an Aztec reformation record at all is silly, because the fastest time would depend only on luck (how quickly they arrive in your game). And if you allow the ruler designer to remove luck, it becomes entirely trivial.

Pretty sure the guy who did the first Count of Nantes had a screenshot of his king at 92 intrigue.

This thread makes me sad. I managed to get the Roman Empire created starting as Hungary... took me until 1205 though (starting in 1066)!
