CK2 Failed to create graphics device

Hi, when I try to launch CK2 on my laptop from steam(which I have done many times before with few issues) a message saying "failed to create graphics deviceExiting" pops up and then exits. The game does then not launch. Any help would be appreciated.

Edit: I tried to play my EUIV and the same message appears. I believe it has something to do with me updating to windows 8.1

No doubt you are on some poor video driver - update it from the video card vendor's website (NOT Windows or Steam). If you need help with that Please post a dxdiag.txt (you can delete everything after the end of the "Sound devices" section for brevity).
