Please explain the issue you experienced in the most condensed way possible
The province of Zeeland contains holdings, which either were a part of the duchy of Brabant (Bergen op Zoom, in game province of Antwerpen) or the county of Holland (Brielle). The lordship later marquisate of Bergen op Zoom was a fief of Brabant.
Brielle as the capital of the Land of Voorne is a bit more difficult, since that area (now the Islands of Voorne, Goeree Overflakkee (now both a part of South Holland) and Schouwen Duiveland (now a part of Zeeland) ) was mostly disputed in this era. Not to mention that several flood storms greatly changed how these islands looked.
An alternative town holding for Zeeland could be Zierikzee (second oldest Town of Zeeland after Middelburg), or some other alternatives like Vlissingen, Goes or Tholen.
