Not being able to become portuguese ruins my game objective.

Being any independent ruler in iberia/Hispania has the decision of forming the kingdom of Portugal

Is there anything else you think could help us identify/replicate the issue?
Being in the Galician or Portucalense part of Hispania/Iberia.

I suspect it's the same issue reported here. The cultures are messed up across the board!
