Please explain the issue you experienced in the most condensed way possible
I cant lower my vasall limit. Its just not possible. I can give my vassals a Kingdom with counts and dukes, who were my direct vassals, but it didnt help.

Please explain how to reproduce the issue
You can reload the save file I implemented and try it yourself.

I have this issue as well. The vassal count just seems to take a while to refresh. Eventually, the number seems to update and the penalties go away, but it does make it hard sometimes to keep track of how many I've distributed, especially when you hand out titles that distribute vassals en masse.

My understanding is that it updates on Autosave, which definitely seems like a bug to me.
