Please explain the issue you experienced in the most condensed way possible
I hold several universities on the Iberia Peninsula but none of them are working. They do not give me the +1 learning skill per level of fame as well as the 5% learning speed boost.
Please explain how to reproduce the issue
This bug didn't happen before. Please fix as soon as possible.
Is there anything else you think could help us identify/replicate the issue?
