Please explain the issue you experienced in the most condensed way possible
I designed a let's say very unique looking character, only to find out in the end that achievements weren't possible to get. Used about 100 customization points, far below the 400 threshold.
Enabled mods are brighter attribute icons, and coloured lifestyle traits - they're irrelevant to the issue.

Please explain how to reproduce the issue
Design a character and use about 100 customization points? I don't know. Does the fact that a lot of the appearance sliders were set to extremes matter? Maybe the screenshot will be of help.

Is there anything else you think could help us identify/replicate the issue?

Thanks for your report and wonderful character - I'm not able to reproduce this on my end. Would you be able to give me a save of the character in-game as well as a full breakdown of which mods you have enabled? Finally, could you let me know if you've started the game using any sort of launch options on Steam?

The issue actually was due to using the ruler designer again AFTER having already finalized a character once, I believe. Using the ruler designer and finalizing the character only once this time, I seem to be able to receive achievements.

That's exactly right - if you create multiple Ruler Designed-characters you lock yourself out of achievements. This is mentioned in the known issues list here: https://forum.paradoxplaza.com/foru...ently-known-issues-updated-for-1-2-1.1436893/
