Please explain the issue you experienced in the most condensed way possible
I am the target of a crusade, the crusaders manged to seige a single town resulting in a -3% war score. I have a massive army trying to unseige the territory, but the game won't let me seige it, resulting in a permanent war. I have over 100% warscore from battles, but the cap is 100%, meaning I am currently stuck at 97% and my only option to win the war is to surrender.
Please explain how to reproduce the issue

Is there anything else you think could help us identify/replicate the issue?
I saw somewhere that it might be related to the town having no defensive stuctures.
