Please explain the issue you experienced in the most condensed way possible
I was playing and had recently fought a battle that ended in my taking some territory. Raiders came and were treated as neutral armies, even though they began a siege on one of my cities. I raised my army, but they would not engage the raiders. They took one city and then moved on to another city. I tried disbanding and re-raising the army to no effect.

Please explain how to reproduce the issue


Is there anything else you think could help us identify/replicate the issue?
I don't know if it matters, but the initial raise army location happened to be the first city that was being besieged by the raiders.
