Please explain the issue you experienced in the most condensed way possible
I was involved in a large number of wars. When you have too many and try to call an ally to war, the invite to war dialog will have the confirm button off the bottom of the screen for some conflicts. This leaves you unable to call an ally into that war because that dialog cannot be moved.

Please explain how to reproduce the issue
I have attached a save file that *almost* has the issue because I could not find one that had it exactly. If you try to call my ally into the two wars he isn't already in, clicking on the first one will push the button almost to the bottom of the screen and just barely within reach.

When this happened originally, the button was either off the bottom of the screen or hidden behind the UI in the bottom right corner. I forgot to save at that point. And my "fix" was to reload an autosave and change the order of calling him to war to avoid the problem.

Is there anything else you think could help us identify/replicate the issue?
Perhaps add another couple of conflicts to my save using the console. Or pick conflicts that will put a large amount of text into the textbox so that it will push the button out of reach.

This could be fixed by making the dialog movable or making portions collapsible.
