Please explain the issue you experienced in the most condensed way possible
After the game start in 867 as a duke of Minsk in a couple of years I've faced a case of actually nothing to raid around. It turns out that such a big quantity of the existing Romuva, Slavic, Suomensco, Northern pagans chiefdoms and high chiefdoms renders raids useless, due to there is nothing to raid. The nearest county was in Lviv - a good place to loos all you army.
Please explain how to reproduce the issue
