I understand that you are going to do major rework of Persia, and my guess is that Tocharians is within that region(ish).
And maybe that is why this hasn't been fixed.

:) Just done a speedy check for ye, and they appear to have innovations in 1.9.0, so unless I'm mistaking what ye're after, this should be fixed for Tours & Tournaments.
