Please explain the issue you experienced in the most condensed way possible
Performing a stressing action, such as executing someone while compassionate, gives too little stress when having the carefree perk. ~95% discount instead of 20%

Please explain how to reproduce the issue
1. Have a ruler with the carefree perk (Such as the Sunni caliph in Baghdad in 1066)
2. Perform a stressing action (Such as reset perks)

Is there anything else you think could help us identify/replicate the issue?
The arbitrary trait does not have this issue.

Thank you for the report.

In the attached save, your player character, in addition to Carefree -20% stress gain, has modifiers Life Reaffirmed and Divine Guidance, with -50% and -25% stress gain respectively, which together give sizeable reduction.

Carefree alone correctly reduces amount of stress by 20%.
