Please explain the issue you experienced in the most condensed way possible
I reformed the Roman Empire and my succession law changed from Primogeniture to Confederate Partition. I can't switch back until I unlock high crown law and primogeniture. This doesn't make sense. If our country knew what primogeniture was yesterday, they should understand it today.
