Please explain the issue you experienced in the most condensed way possible
as shown in screenshot, second son is heir to uncreated empire title (this title has never been created and I've had enough counties to create it for at least one generation prior (this was just after succession)) in high partition. Bug must think I'm under confederate partition for some reason

Please explain how to reproduce the issue
no idea, happened (noticed it) just after succession to Aelfwig

Is there anything else you think could help us identify/replicate the issue?

Interesting. This is a tooltip error, as it is seen in succession tab, that title is not created nor given (lost).

It is true that the confederate partition erroneously creates titles regardless of the number of eligible heirs, when the conditions are met. Other partition laws only show a tooltip error. If the succession tab is checked, as in it attachments, it will be the correct distribution.
