Please explain the issue you experienced in the most condensed way possible
I created a new character with the Ruler Designer, and gave him a spouse & children. When I began to play the game, I noticed his wife and children had no skills. 0 for each; Diplomacy, Marshal, Stewardship, etc. Shouldn't the randomizer had given them some level in each skill? The have some traits, and the adults will have an education trait, but nothing else. I tried it again and each time when I create a character through the Ruler Designer, if I give them a spouse and/or children they'll have no skills at all.

Please explain how to reproduce the issue
Create a character in the Ruler Designer, give them a spouse and at least 1 child. Then play the game. You'll see that the spouse and child/children have 0's for all skills.

Is there anything else you think could help us identify/replicate the issue?

Try unpausing the game. I had a similar issue and unpausing caused it to update and fix itself.
