Please explain the issue you experienced in the most condensed way possible
When starting as the Byzantium Empire, you start with Primogenita succsession, but when you make the effort to form the Roman Empire, suddenly, that changes to Conferate Partition, a significant downgrade from all the effort put in, thus making it pointless to form the Roman Empire outside of looks, and getting the achivement.
Please explain how to reproduce the issue
