The county of Rethel in France has the wrong ruler (and family) assigned in 1066.

This is easily fixed - simply open k_france.txt and replace the current c_rethel segment with this one:

This will give you the correct family and coat of arms - the characters are already in so no other changes need to be made.

However, the current (in vanilla) ruler, #20132 (Manasses de Gourney) is a duplicate of the correct version and can be deleted. He actually breaks his family tree anyway, so at the very least make him lowborn or give him a new dynasty.
