Short summary of your issue rebelling vassal does not recognize my populist rebels for his lands as a threat + can surrender to populists destroy rebel vassal

Please explain the issue you experienced in the most condensed way possible
In my current game i had a religious popular uprising and a independence revolt lead by the king of Andalusia at the same time (#BellovedGloriousLeader) but the odd thing was that the populist uprising was mainly for and included all Andalusia and neither war invalidated or in any way recognized the other. The king of Andalusia did not seem to realise the populists where a threat to him and did nothing to stop them and not only that but at any time i wanted to i could surrender to the populist at which point he despite being in open rebellion he would obediently hand over all his territory lose his titles and armies and decapitate the independence faction.
Please explain how to reproduce the issue
