Please explain the issue you experienced in the most condensed way possible
Playing as tribal emperor of Khazaria, church and city holdings suddenly appeared in counties throughout my empire, including my personal domain. I did not construct them myself, nor did my liege (since I have none). I'm tribal, too, so they should not have been able to be built on my land at all. I went back to the most recent autosave, and there was nothing constructing in any of the locations, so they shouldn't have been built that fast.

Testing a few times, at the autosave there are no out-of-place holdings, and they just start randomly appearing everywhere--in my domain and in my vassals'. The holdings that get constructed differ each time it's run.

Please explain how to reproduce the issue
Open save, run game, new holdings will randomly appear.

Is there anything else you think could help us identify/replicate the issue?
I suspect that when a vassal adopts fedualism it generates holdings in all the counties in their top leige's realm. I've tested it several times, including in new starts, and the pattern of new holdings is consistent with when I adopt feudalism on my own.

By going back an extra year, it appears the issue is delayed by several years, but never indefinitely.

Also, it seems when adopting feudalism or clan ways since the most recent update, it creates new city/church holdings in your counties, giving you no choice on where they go. This is absolutely INFURIATING. It creates the church and city holdings in places where they don't even exist at the later start date. One example--the de jure capital of the empire of Russia has 3 farmland baronies, which I was hoping to put castles on (at later start date, there are castles on 2 and 1 is empty). No matter what I do, it creates new city and church holdings in these other two farmland baronies.
