Please explain the issue you experienced in the most condensed way possible
Punishment for exceeding vassal limits does not disappear immediately even if you transfer them out. It usually takes months for the punishment to disappear even if you have already reduced the number of vassals.

Please explain how to reproduce the issue
Exceed the vassal limit by ~20 vassals and try to transfer them out

Is there anything else you think could help us identify/replicate the issue?

Apparently, your number of vassals is updated immediately on some events, and at regular intervals (as a sanity check I guess). For example, vassalizing someone updates it immediately, as does creating a new vassal. Unfortunately, they missed pretty much all the events where you grant them to someone else (either direct transfer, or granting a higher-tier title to someone).

The only way to update after reducing your vassal count is 1) wait, or 2) create/vassalize a new vassal (for example, lower to 59, then vassalize a 60th). The latter isn't always doable of course.
