Please explain the issue you experienced in the most condensed way possible
After obtaining enough territory and gold to create the Empire of Germania, I was unable to do so. The only two error messages when hovering over the create title button were "Is part of Christianity" and "Catholicism has the Spiritual Doctrine". I ended up posting on reddit to ask what was going on, and was pointed to the 1.1 release notes about specifically blocking Christians from making the Empire, making them form the HRE instead. Without that background, I had no idea what those errors had to do with anything.
Please explain how to reproduce the issue
Try to create the Empire of Germania title as a Catholic when you have enough territory and gold to do so.
Is there anything else you think could help us identify/replicate the issue?
Add a specific error message explaining why the title cannot be created. Example: "Christian Rulers with a Spiritual Head of Faith cannot form the Empire of Germania, and must either switch or reform their religion or form the Holy Roman Empire instead." Something more useful than those two existing errors that don't seem to have anything to do with anything, if you're not reading through patch changelogs. If you're going to take the time to specifically disallow it, take the time to make a specific error message for it.
