Upon starting a new game I notice that the ruler of Wessex looked a bit off, clicking around other European rulers found that every fourth ruler or so looked a bit messed up, Prince of Gynedd in 1066 is probably the most egregious example.

Please explain how to reproduce the issue

Same issue.
it was intentional but likely had unintended consequences.
As a programmer, I would consider this "a code change introducing new bugs" but maybe the art and design world would call it something different if a change has "unintended consequences".

At any rate, I think the unintended consequences should be dealt with in the hotfix. Otherwise I really don't have any intention to play the game while the unintended consequences still exist.

Female characters look way better to me than in 1.4 I'd prefer 1.5 faces 1000 times over 1.4

Males however look slightly bit off but not too concerning.

Sometimes, a character has one shining pixel in the center of one eye. It's disturbing (and ugly). It was already like this before the last patch, as far as I remember.
