Please explain the issue you experienced in the most condensed way possible
Norse raider captured wife, and took her as concubine. As far as I can tell, once a woman in CK3 has been divorced she can't be remarried.
Please explain how to reproduce the issue
Capture someones wife, have them become a concubine, then defeat that person and invite the former wife back to your court. You won't be able to make her a concubine or marry her.
Is there anything else you think could help us identify/replicate the issue?
