Please explain the issue you experienced in the most condensed way possible
outfit_tags = { no_clothes } doesn't remove a character's cloak, pants, or headwear. Combined with this reported issue with the remove_default_clothes parameter, this means there's no non-buggy way to make a character naked in events.

Please explain how to reproduce the issue
trigger an event that uses outfit_tags = { no_clothes } to make a character naked.

I'm unable to reproduce this effect with any culture or combination of garb.

Which event specifically have you used or encountered that caused it to happen? And which mods did you have enabled when this occurred?

Okay, I've gotten time to test it without mods, and I can confirm it still happens. The only issue is, there aren't many vanilla events that use it. The best one to test it with is stress_trait_coping_decisions.2002, but if you want to see the the problem, you'll need to comment out the remove_default_outfit = yes parameter, since that removes all clothes (and hair, but that bug has already been reported).

So the only time you encounter this is when "remove_default_outfit" is commented out, is that correct?
Yes.

The only reason I don't include that in my events is because it's also bugged and removes characters' hair.
